Background
The Internal Market is still far from a reality for Europe’s consumers and small businesses. The number of cross-border transactions in percentage terms remains very low. Whilst language, familiarity and culture play a role in stunting this growth, one major area is the lack of trust and confidence in Member States’ consumer protection laws.
Both consumers and small businesses are discouraged from trading
cross-border when confronted by 27 different sets of consumer
protection rules. These deny businesses access to the pan-European
market, and consumers access to a wider choice of goods and services.
Importantly, the EU is denied a much needed motor of economic growth.
In response the European Commission published in October 2008 a
proposal to revise existing rules and tackle the problem head on.
Amidst
much controversy a debate on the proposal has been raging between
national governments, consumer groups, businesses and European and
national Parliamentarians. Despite this, a year after publication, the
proposal is far from ready for adoption.
This half day conference will bring together key stakeholders from around Europe for a frank and open debate, aimed at finding common ground in order to progress the directive in a positive direction.
