NO CULTURE ! NO FUTURE !

Le slogan «No culture! No future!» est l'un de ceux qui ont ponctués la
«Grande manifestation pour défendre l'art et la culture» qui s'est tenue à Paris
ce 19 mars en réponse aux menaces de la politique gouvernementale dite de
«démocratisation culturelle». Car aujourd'hui le malaise est grand. A cause des
difficultés grandissantes pour les artistes à travailler et à créer; à cause des
craintes pour la survie même des compagnies de théâtre et des lieux d'art; à
cause, également, du mépris que les autorités vouent de façon à peine voilée à
la culture, à l'intelligence, à la liberté de penser et de créer. Conjointement,
plusieurs pétitions proclament «La culture en danger». Le Président de la
République avait pourtant lui-même défini, dès août 2007, la «rupture» dans les
domaines de l'art et de la culture comme le passage nécessaire d'une politique
de l'«offre» à une politique de la demande «répondant aux attentes du public».
La culture est en danger, c'était la situation d'hier. La culture est
d'ores et déjà fortement touchée et affectée, c'est le constat d'aujourd'hui. La
culture telle qu'elle s'est déployée depuis la fin de la Seconde Guerre
mondiale, et plus encore à partir des années 1980, est condamnée à périr: c'est
la tragique perspective qui risque de rapidement se dessiner. «No culture! No
future!»: si les coups portés à la culture ne cessent pas, le futur sera
sombre.
«No culture!» ne signifie évidemment pas que la culture
disparaîtra totalement, mais cela désigne le spectre d'une sorte de mutation
génétique de la culture qui risque rapidement de ne plus exister qu'en version
marchande et libérale: celle des industries culturelles. L'antinomie entre
l'«industrie» et la «culture» lézarde d'ores et déjà la culture au point de la
faire dériver vers des horizons aussi incertains que menaçants, et de l'ébranler
dans ses fondements.
L'industrie n'est évidemment pas moins noble ni
moins légitime et nécessaire que la culture. Ce n'est pas l'industrie en soi qui
est néfaste à la culture, c'est l'alliage «industrie culturelle» dans lequel la
fragile culture est soumise à l'implacable logique hétéronome de la puissante
industrie. Industrie et culture s'opposent par leur différence de puissance,
mais surtout par leur logique contraire. Il est en l'occurrence fortement à
craindre que David ne sorte pas vainqueur de Goliath.
L'«industrie
culturelle» est industrielle avant d'être culturelle. Ses produits (films,
séries télévisées, jeux vidéos, concerts, disques, etc.) sont soumis aux lois
d'airain du marché: le profit, la rentabilité, la concurrence. La création et la
culture ne sont certes pas exclues des «industries culturelles», elles leur sont
même nécessaires. Mais la création et la culture des «industries culturelles»
sont subordonnées à la logique industrielle et financière qui balise leur champ
d'action ...

hanno fatto irruzione nel" grande evento a sostegno dell'arte e della cultura
tenutasi a Parigi il 19 marzo in risposta alle minacce di una politica
governativa chiamata "democrazia culturale" . Perché oggi è grande disagio.
A causa delle crescenti
difficoltà per gli artisti di lavorare e creare, a causa dei timori per la
sopravvivenza delle compagnie teatrali locali e luoghi d'arte, perché, bene, il
disprezzo che le autorità di dedicare in modo appena velato cultura, intelligenza, libertà di
pensare e creare. Insieme, diverse petizioni
proclamando "Cultura in pericolo". Il Presidente della Repubblica si
era ancora definita, nel mese di agosto 2007, la "rottura" nel campo dell'arte e
della cultura come il passaggio necessario da una politica di "offerta" ad una
politica richiesta "di rispondere alle
aspettative del pubblico."
La cultura è in pericolo, era la
situazione di ieri. La cultura è già fortemente
influenzato e colpito, è la ricerca di oggi. La cultura come è stato
sviluppato a partire dalla fine della seconda guerra mondiale e molto altro da
anni 1980, è condannato a morire: la prospettiva tragica che may soon emergere.
"Nessuna
cultura! No future! ": Se i colpi alla
cultura non cessa, il futuro è tetro.
"Nessuna cultura!" Ovviamente non
significa che la cultura scomparirà completamente, ma significa che lo spettro
di una sorta di mutazione genetica della cultura che presto potrebbe non
esistere più e la versione di mercato liberale solo: le industrie culturali.
La contraddizione tra
"l'industria" e "cultura" crack già la cultura al orizzonti alla deriva incerto
come minacciosa e minare le sue fondamenta.
L'industria è, ovviamente, non
meno nobile e non meno legittima e necessaria cultura. Questa non è la stessa industria
che è dannoso per la cultura, la lega è "industria culturale" in cui è
sottoposta la cultura fragile alla logica implacabile della eteronomo potente
industria. Industria e cultura si sono
opposti per la loro differenza di potere, ma soprattutto da loro opposto logico.
E 'in questo caso fortemente
temuto che David non esce vittorioso su Golia.
L '"industria culturale" era
industriale prima di essere culturale. I suoi prodotti (film, serie
televisive, videogiochi, concerti, registrazioni, ecc.) Sono soggetti alle leggi
ferree del mercato: il profitto, la redditività, la concorrenza. La creatività e la cultura non
sono certo esclusi dalla "industrie culturali", essi sono anche necessari.
Ma la creazione e la coltivazione
delle "industrie culturali" sono subordinati alla logica industriale e la loro
portata tag finanziari e la libertà.
Per quasi tre quarti di secolo,
la missione della cultura del servizio pubblico è stata sotto l'egida delle
figure ormai iconico di André Malraux e Jack Lang, a creare le condizioni
istituzionali e di bilancio per assicurare la crescita e la qualità di questo ossigeno
mente ciò che la cultura contro la logica eteronoma, se non ostili o
indifferenti, l'industria e di mercato.
Di fronte l'imperialismo del
mercato, dato il numero di adesione e la posizione nel firmamento di valori, con
la diffusione di concorrenza e di competizione tra uomini, di fronte al
crescente individualismo, cioè, di fronte alla ascesa del neoliberismo, è
stato attraverso l'arte e la cultura contemporanea, per affermare l'importanza
vitale di altri valori, altre pratiche, altri modelli di life, altri
visioni del mondo, altre
relazioni con gli altri.
Si scoprì a sostenere le forze
vitali della creazione e la faccia sensibile del massiccio predominio della
produzione della ragione pratica e interessi economici. E 'stato anche, molto
semplicemente, di fornire ai cittadini, creatori e spettatori, i loro diritti
alla cultura al di là delle "industrie culturali".
Ma il regno di sfrenato
neoliberismo che prevale oggi, lo Stato si ritira dalla cultura di consegnarlo a
se stesso e ad abbandonare i mercanti interessi. La cultura è in pericolo perché
non è né vietato né tutelati né particolarmente assertiva nella sua necessità
sociale e di civiltà.
Sia la cultura è necessario per
il compimento di entrambe, la vitalità della comunità, e la reputazione del
paese come è fragile perché non è consumato, ma è acquisito e sviluppato nel
tempo. La cultura non è una merce da
comprare e ha una volta per tutte, ma un processo che richiede i piaceri che si
formano soltanto in una continuità di impegno e di vigilanza.
La cultura deve essere difesa
contro il modello-come al solito al consumismo, in quanto si oppone l'eccezione
fragile alla massa binario e la materialità dei beni - appartenenti o meno - in
quanto apre il mondo piena di cose da pianificare
processo complesso e ricco.
La cultura è fondamentalmente
contraria alla creazione di settore, perché non capita: è stato inventato.
L'artista che inventa non è un
lavoratore, anche se lavora duro, non un produttore, anche quando produce le
proprie opere. Egli è
un creatore. A differenza del lavoratore,
l'artista non crea senza. Tra produzione industriale e
processi di creazione, non sono gli stessi, o oggetti, o progetti, o particolari
protocolli.
I creatori - artisti, scrittori,
ma anche ricercatori di diverse discipline - non può essere imposto misurato il
tempo, misurabili, perché inventare, che tratta l'impossibile, è irriducibile
per le scadenze razionalmente tarati e standardizzati applicabile in tutte le attività
ordinarie - da industria, amministrazione, commercio o servizi.
Mentre ciascuna delle ordinarie
attività produttiva è subject ad una rigorosa e organization time
razionalizzato, i protocolli e il know-how necessario per la creazione di
business case è invece di derivare the ragione produttivo e delle norme
contabili a oscillare, certezze e di rompere le
abitudini, ad aprire gli occhi al grafico nuovi modi di fare, di pensare, dire e
vedere.
La creazione di alcun effetto se
non è prematura. Ecco perché il neoliberismo, che
vuole allineare i requisiti con quelle dei creatori di agricoltori ordinario,
che vuole sostituire la cultura della logica dell'applicazione rispondente alla
logica creativa di approvvigionamento, portando ad appiattire la creazione di
produzione.
Il mondo dell'arte e le
esperienze culturali proprie spese i danni di sciocchezze neoliberista di arte e
cultura.

provide citizens, creators and spectators, their rights to culture beyond the
"cultural industries".
But the reign of unbridled
neo-liberalism that prevails today, the State is withdrawing from culture to
deliver it to itself and abandon the interests merchants. The culture is in danger because
it is neither prohibited nor protected nor especially assertive in its social
necessity and civilization.
Both the culture is necessary for
the fulfillment of each, the vitality of the community, and reputation of the
country as it is fragile because it is not consumed but is acquired and
developed over time. Culture is not a commodity to be
bought and has once and for all, but a process requiring the pleasures which are
formed only in a continuity of effort and vigilance.
The culture must be defended
against as-usual model to consumerism, as it opposes the fragile exception to
the binary mass and materiality of goods - which are owned or not - as it opens
up the world full of things to plan complex
and rich process.
The culture is fundamentally
opposed to the industry because creating not just happen: it was invented.
The artist who invents is not a
worker, even if he works hard, not a producer, even when he produced his own
works. He is
a creator. Unlike the worker, the artist
does not create without. Between industrial production and
creation processes are not the same, or objects, or projects, or particular
protocols.
The creators - artists, writers,
but also researchers from different disciplines - can not be imposed on measured
time, measurable, because inventing, which deals with the impossible, is
irreducible to the timeframes rationally calibrated and standardized
in force in all ordinary
activities - from industry, administration, commerce or services.
While each of the ordinary
productive activities is subject to a strict organization and streamlined time,
protocols and know-how required for business case creation is instead to derive
the reason productively and accounting standards to wobble, certainties and to break habits,
to open eyes to chart new ways of doing, thinking, saying and seeing.
The creation of no effect unless
it is untimely. This is why neo-liberalism, which
wants to align requirements with those of the creators of ordinary farmers, who
wants to replace the culture of the application logic responsive to the creative
logic of supply, leading to flatten the creation of production.
The world of art and cultural
experiences to its expense the ravages of neoliberal nonsense about art and
culture.
